Short answer: The slowest processor that keeps the RTX 4060 balanced at 1440p is the Core i3-12100F. For high-refresh 1080p you need at least the Core i5-14400F. The fastest gaming CPU overall is the Ryzen 9 9950X3D.

Best CPU for RTX 4060: things to know before you buy

Cache beats cores for gaming. AMD’s X3D chips (Ryzen 7 5700X3D, 7800X3D, 9800X3D) lead in games because of their extra cache, even with fewer cores than Intel’s top chips.
Platform matters. AM5 and LGA1851 boards take newer CPUs and DDR5. AM4 and LGA1700 are cheaper and still strong if you already own a board.
Power: the RTX 4060 needs about 115 W. Add the CPU’s maximum power and 100 W for the rest of the system, then 25% headroom.
Resolution changes the answer. At 4K almost any modern 6-core CPU keeps up; at 1080p with a high refresh rate monitor the CPU matters much more.
